Non-statutory guidance on School Workforce Planning

As a reminder (see also February’s Schools Bulletin), the DfE has produced some non-statutory guidance on School Workforce Planning (January 2017) (external link)    which provides guidance on reviewing schools staff structures and also links to advice, case studies and tools for school leaders to use.

 

A session for Head teachers and School Business Managers is also being arranged by the local authority to enable the sharing of good practice in balancing budgets and also to collectively develop further ideas to meet the challenges faced by our schools by a national funding formula. Details of this session will follow in a subsequent bulletin.

School exclusion guidance: open consultation

The Department for Education (DfE)  has opened a consultation on its proposed revisions to the statutory guidance on the exclusion of pupils (external link). The amendments will centre on both statutory and non-statutory information. It is hoped that the proposed revisions will bring clarification to the rules that apply to exclusions and process of review.

The DfE is currently seeking views on the planned changes to the statutory guidance via an online survey. If you would like to offer your views, the survey can be found here (external link).

The closing date is 25 April.

In-year admissions – offer data exchange via LGFL website

To all primary school staff dealing with school admissions 

 

You will be accustomed to receiving children’s details offered a place through the In-year admissions process via email. These are children offered a place at your school who are transferring from another school in the UK or from overseas. Thank you for continuing to work with us to ensure that these children are placed in school as quickly as possible.

 

I write to you today because we are embarking on a new era in how we share data with primary schools in relation to In-year admissions.

 

You will no longer receive children’s details in a email. Moving forward, a member of the School Admissions Team will send you details of potential pupils starting at your school in a spreadsheet via the LGFL Document Exchange support site (external link).

 

For Data Protection purposes, we are asking for this (already used by all primary schools for incoming Reception 2017) to be the only method of exchanging confidential information. You will also be able to manipulate the data within the spreadsheet and upload any pertinent information to us by return, for example the child’s start date.  

 

This is a secure and reliable system in which we can be sure that our data is kept safe.

 

I would be grateful if you could please contact Imogen Rush if you do not already have access to the LGFL Document Exchange or if another member of staff would like access to this facility.

 

Please let me know if you would like a member of the Haringey School Admissions team to visit you at the school and to help you set up your account. We would also be happy to go through the process with you. You can expect to receive data as and when offers are made so it is recommended that you log on to the LGFL website (external link) each day to check to see if we have uploaded any children’s details.

Apprenticeship guidance and further clarification on the apprenticeship levy

The Department for Education (DfE) has produced guidance for schools and academies on apprenticeship reform. The guidance covers what the reforms to apprenticeship mean for schools and the type of apprenticeship that are currently being developed for a school setting.

Of particular importance for those governing, this guidance clarifies what type of LA school needs to pay the apprenticeship levy and what the money can be used for. The guidance confirms that all public, private and charity sector employers will contribute 0.5% of their wage bill over £3 million to a levy. This can then be accessed by the employer in the form of “credits” to fund apprenticeship programmes.

Even if your school does not have an individual wage bill of over £3 million, if it is part of a multi academy trust (MAT) or is a community or voluntary controlled LA school with a wage bill of over £3 million, it may have to contribute a proportional share. Any school in which the governing board is its own employer with a wage bill of under £3 million will not have to pay the levy. If you are a governor or trustee of a school with a wage bill of over £3 million, or the governing board is not the employer in your school, you should ensure that the school business manager is aware of the levy and provision has been made to factor this into the budget.

With several apprenticeship positions being developed for schools (including business manager apprenticeships and teaching apprenticeships), governing boards, whether their school has paid into the levy or not, may want to ask senior leaders how they intend to access and use apprenticeship funding.

BBC Terrific Scientific – free resources

There’s still time to sign up for the BBC’s Terrific Scientific (external link). Aimed at 9 – 11 year olds, there is free support and resources, lesson plans, classroom investigations and an online map to share your results with other schools around the UK. Terrific Scientific will run until summer 2018 with a fresh series of investigations, fantastic resources and Live Lessons for the next academic year.  5,000 primary schools have registered already.  They’ve enjoyed it so  far:

Some of you may already be taking part: if so, do let Terrific Scientific have your data from the Time investigation as soon as possible (it closes on 21 April) so that it will be displayed on our interactive map (external link).

 

If you haven’t signed up yet, you can still register and join in.  The next Terrific Scientific investigation – Trees (Living things and their habitats) – starts after the Easter break (on Monday 24  April) and runs until 4 June. The primary school scientists will be taking part in a UK wide survey of trees in school grounds, looking at the species, size and carbon value of each tree and how important they are to their world.

BAFTA Kids: Behind the Scenes 20 June

BAFTA Kids returns to Alexandra Palace on Tuesday 20 June (10.00am – 2.45pm) to celebrate its 70th anniversary. Children’s TV presenters Lindsey Russell (Blue Peter) and Ben Shires (Officially Amazing!) will host a special BAFTA Kids event for 1,000 pupils from schools across London.  

 

Highlights of the day will include live demonstrations, behind-the-scenes films and interviews showcasing different career opportunities from actors to animators, designers to directors. The audience will be encouraged to ask questions and take part in challenges to win prizes.

National Funding Formula – consultation ends 22 March

Haringey Council leader Claire Kober has thrown her support behind a national campaign – led by parents in the borough – calling on the government to reconsider plans for a new education funding formula, which could see local schools lose more than 10% of their annual budgets.

 

Spread the word amongst your parents, staff and governors – and encourage them to have their say.

 

The consultation on the National Funding Formula runs until 22 March.

Reminder about Governance Conference on 25 March

The Governance Conference: Looking to the Future – Sustainable Governance takes place on 25 March from 9am – 1pm at the Professional Development Centre,, Downhills Park Road, London N17 6AR 

Governors will learn about school-led models for school improvement and alternative methods of governance. There will also be the opportunity for questions and discussion groups.

ALPS advice for Progress 8 and A Level

Not all schools will be users of ALPS but those with sixth forms probably are. One of ALPS leading consultants, John Philip, has produced a check sheet of advice for both Progress 8 at GCSE. and A Level.
