National consultations

Although not a consultation, the government has published a White Paper, ‘Opportunity for all: strong schools with great teachers for your child’, followed by the Schools Bill. The proposed legislation sets out a series of reforms to the education, and the White Paper, preceding the bill, also recognises that the school system is fragmented and acknowledged that councils have a continued role at the centre of local education systems, with powers to match their duties around place-planning and ensuring pupils out of school return to the classroom as soon as possible. The council, including our Cabinet Member, Cllr Zena Brabazon, would like to begin what will be a series of conversations with you about the way forward for our Haringey family of schools. In our first conversation, date, and time to be confirmed shortly, we will set out our vision and thoughts and listen to your views, hopes and concerns about the White Paper/Schools bill and implications for our Haringey’s schools. Details on the first conversation will be sent to you this week.

The SEND Green Paper ‘Right support, right place, right time’ was released in April 2022 following the extensive review of the 2014 reforms. Responses are due by 22 July 2022. Mary Jarrett, Head of SEND, will be holding an engagement on the paper for Heads and CoGs to gather views. The date is likely to be 5 or 13 July for a 90-minute session. Further details will follow shortly.

The government has finally published a consultation on the National Funding Formula (NFF). This follows on from consultation in 2021 (which the Council responded to, setting out concerns about the impact of a NFF on our schools’ funding) which focused on the principle of an NFF. This current consultation focuses on the detail. Moving to a direct NFF requires a change in legislation to allow the Secretary of State to determine schools’ funding allocations directly. This forms part of the schools Bill which was introduced in Parliament on 11 May 2022. Further information on the consultation will be published in this newsletter and through the Assistant Director for Schools and learning. The closing date for the consultation is 9 Sept 2022 which means that we will need to gather our response quickly. The matter will also be discussed at the last Schools Forum of the academic year in early July.

Take part in SEND home-school transport consultation

Haringey Council is proposing to up-date and revise its home-school transport policy. This will introduce a more detailed account of how decisions are made in the interests of transparency and to ensure our stakeholders are as informed as possible.

Most children and young people who require transport assistance to school will continue to benefit from the existing provision from Transport for London. Specialist assistance will continue to be provided for children and young people with SEND or those whose family circumstances mean that additional support to access education will be required.

Consultation on school admission arrangements 2023-24

We want to know what you think about our proposed admission arrangements for community and voluntary controlled primary and secondary schools for the academic year 2023-24.

In accordance with the School Admissions Code (2021), admission authorities are required to consult on any proposed change to the admission arrangements.

Haringey council is the admission authority for all Haringey community and voluntary controlled schools. The council is consulting on the proposed admission arrangements for entry to school in the academic year 2023-24 for Haringey’s community and voluntary controlled nursery, infant , junior, primary and secondary settings.

This consultation will run from 26 November 2021 and 7 January 2022 inclusive.

Why are we consulting?

We consult on our admission arrangements annually irrespective of whether or not there is a proposed change to the arrangements. This is to ensure transparency and openness on the contents of our arrangements and to allow parents, carers and other stakeholders who might not previously have been interested in admission arrangements (perhaps because they didn’t have a child of school age) to make a representation that can then be considered as part of the determination of the arrangements.

This year we are not proposing a change to the oversubscription criteria for community and voluntary controlled schools.

Proposed In-Year Fair Access Protocol

We are also consulting on the proposed In-Year Fair Access Protocol (IYFAP) which all schools and academies in Haringey must follow. An In-Year Fair Access Protocol (IYFAP) has been agreed in Haringey to ensure unplaced children, especially the most vulnerable, are offered a school place without delay and is a statutory requirement set out in the School Admissions Code 2021.

In using the Protocol, it ensures that these children and young people are shared fairly across all Haringey schools and that this process is open and transparent. Haringey’s Protocol is consulted on annually and para 3 of the Protocol in Appendix 5 sets out that “it is essential to the success of IYFAP that all Headteachers and governing bodies agree to the aims, principles and procedures and give their fullest support.”

Haringey has published its SEND Strategy 2022-2025. This is being presented for consultation.

What are we consulting on?

We need your views on the Haringey SEND (special educational needs, disabilities) strategy. This strategy outlines how we plan to further develop the SEND offer in Haringey over the next three years.

The consultation runs from Monday 20 September 2021 to Sunday 7 November 2021. Please share your views with us by completing the online survey.

The priorities within the SEND Strategy have been informed by:

  • a self-assessment across the SEND partnership
  • a review of current service provision within the local authority SEND service
  • a series of informal conversation events with parents and carers that took place across June and August 2021
  • findings from the Ofsted and CQC inspection of SEND services in Haringey (5 to 9 July 2021)

We would like to:

  • clarify if the priorities are clear to you
  • find out what priorities are the most and least important to you
  • understand what you like about the strategy
  • understand in what ways the strategy could be improved
  • understand if there is anything missing from the strategy that should be included
  • understand what impact you think the strategy will have on you, your children, family and our wider community and partnerships

Helping tackle the climate emergency – Haringey’s Climate Change Action Plan

We are in a climate emergency, and in response, Haringey has launched the draft Haringey Climate Change Action Plan (HCCAP) which sets out the commitment to become Net Zero Carbon by 2041.

We’d like to invite all schools to visit the engagement platform to give their feedback on and improve and refine the action plan further. Please also share the link to the platform and poster with students, staff members and parents to spread the message to as many people as possible.

What is the draft action plan about?

Climate change will impact us all, in different ways. It is key that we act by reducing our carbon emissions. The plan is designed to tackle climate change, enhance energy efficiency, reduce carbon emissions and improve air quality. It sets out how the council, partners and community all need to work collaboratively and collectively together to meet our objectives. The key contribution you can make as a school is by setting a School Net Zero Carbon Action Plan.

Variation to admission arrangements for three primary schools

Variation to admission arrangements – The London Diocesan Board for Schools (LDBS) Academies Trust (Holy Trinity CE Primary School, St Ann’s CE Primary School and St Michaels CE Primary School)
