Consultation on Haringey community and voluntary controlled school’s term and holiday dates 2021-2024

This consultation will run from 9 March until 3 April 2020 – any responses submitted after this time will not be considered.

What are we consulting on?

Haringey Council is consulting on school term and holiday dates for the following academic years: 2021-22, 2022-23 and 2023-24. We are asking for your views on these proposed dates which are set out in the documents below:

These proposed dates are for Haringey’s community and voluntary controlled (VC) schools only. The term dates for voluntary aided schools, academies, free schools and foundation schools are set by the governing bodies for those schools. However, we know that many schools that are not community schools do choose to follow Haringey’s term dates. View the list of Haringey's primary schools and secondary schools. If your school is not described as a community or voluntary controlled school, it means that the school’s governing body sets your term dates and you should refer to your school’s website for further information.

Why are we consulting?

Under section 32 of the Education Act 2002, local authorities are responsible for determining the school term and holiday dates for community and VC schools.

In proposing these dates, we liaised with neighbouring local authorities about proposals for school term dates in their areas. In doing this we seek to ensure school holidays coincide across borough boundaries to avoid the potential disruption and attendance issues that may arise for families if local schools use differing school calendars. Neighbouring boroughs such as Enfield and Barnet have indicated they will also be consulting on proposed dates set out in the documents above.

Have your say

If you have any comments on the proposed dates, please email them to: schoolconsultation@haringey.gov.uk with 'Term Dates' in the subject line of your email. All comments must be submitted by no later than Friday 3 April 2020.

What happens next?

The results of the consultation will be submitted to the Schools Employee Consultative Group (SCG) who will confirm the dates having regard to any representation made through this consultation.

We aim to publish the term dates for the academic years 2021-24 during the first half of the summer term. They will be published on our term dates page.

This information is for academies, free schools, voluntary-aided and foundation schools only. (It is copied to community and voluntary controlled schools for information only, as the local authority (LA), as your admitting authority, undertakes this task for you.)
Consultation on admission arrangements for entry in September 2021
I am writing to all governing bodies of own admitting authority schools (academies, free schools, voluntary-aided and foundation schools) to ask if your governing body is intending to consult on your admission arrangements for entry in September 2021.
You are only required to consult for entry in September 2021 if you propose to change the arrangements your governing body determined for entry in September 2021. The School Admissions Code (2014) stipulates that consultation must also take place if a seven year period has elapsed without consultation on arrangements.
If you are going to consult, your proposed arrangements must be in the public domain for a minimum of six weeks between 1 October 2020 and 31 January 2021. If your governing body is going to consult, please let me know if you would like the LA to circulate your proposed admission arrangements when we go out to consultation for Haringey community and voluntary controlled (VC) schools in November this year.
Why the LA consults each year 
We consult on our admission arrangements annually irrespective of whether or not there is a proposed change to the arrangements. This is to ensure transparency and openness on the contents of our arrangements and to allow parents, carers and other stakeholders who might not previously been interested in admission arrangements (perhaps because they didn’t have a child of school age) to make a representation which can then be considered as part of the determination of the arrangements.
If you are intending to consult, then please refer to the consultation on your website and ensure you include information on how can respond to the consultation so we can signpost to this when we consult all relevant stakeholders. Please contact me direct for further information.

Your governing body must meet to determine your admission arrangements by 28 February 2020.
If you have not consulted because the arrangements have not changed you must still minute that the governing body have determined the admission arrangements for entry in September 2021 and in all cases, I must receive a copy of your arrangements to be posted on the LA website by 15 March 2020.

Consultation on the future of Stamford Hill Primary School – Statutory Notice

On 12 November Council’s Cabinet approved the recommendation to proceed to publishing a Statutory Notice on the proposal to amalgamate Stamford Hill Primary School with Tiverton Primary School. The Statutory Notice enclosed is an extract from the complete proposal which is available to view on our website. There will now be a four-week representation period of statutory consultation which is the final opportunity for people and organisations to express their views about the proposal.
The four week representation period will run from the 20 November 2019 to 18 December 2020 inclusive.
Why are we consulting?
We are proposing an amalgamation between Stamford Hill and Tiverton Primary Schools as a solution to the declining local demand for school places. Haringey, in common with other London boroughs, is experiencing a decline in the number of primary pupils, mainly due to a drop in the overall birth-rate and currently there are a high number of vacancies in the local area.
As part of the pre-consultation process we considered a number of options for the future of the school. However, our preferred option, which we consider will provide a long-term sustainable solution to local falling demand, is amalgamation. An amalgamation means Stamford Hill and Tiverton Primary schools merging to become a single school. If the proposal were to go ahead this would mean pupils from Stamford Hill Primary would eventually move into the Tiverton Primary School site.
Who will we be consulting?
We will be seeking views from parents and carers of children registered at the schools as well as parents and carers who live locally and have children attending other local schools and nurseries. Information about the consultation will be distributed widely so that we can obtain views from anyone who might have an interest or concern about our proposal.

Consultation – procedure for making representations (objections and comments) 
If any of your parent/carers would like to comment on the proposed arrangements, they can do so by emailing schoolconsultation@haringey.gov.uk, or writing to ‘Stamford Hill Consultation, Education Services, Haringey Council, 7th Floor River Park House, 225 High Road, London N22 8HQ’. The consultation period will take place for a period of four weeks from 20 November 2019 to 18 December 2019.  After this date, a final decision on amalgamation will be made by Council’s Cabinet when they meet at the end of January 2020.
