Determining your admission arrangements for 2018/19 (even if you have not consulted)

Reminder to all own admission authority schools – Academies, free schools, voluntary-aided and foundation schools only (the LA as the admission authority for community and voluntary controlled schools undertakes this task)

The School Admissions Code (2014) stipulates that your governing body are statutorily required to meet and determine your admission arrangements by no later than 28 February 2017. There is no flexibility on this date under the provisions of the Code.

If you have not consulted because the arrangements have not changed you must still minute that the governing body have determined the admission arrangements and in all cases the LA must receive a copy of your arrangements to be posted on our website by 15 March 2017. The School Admissions Code (2014) also says you must publish a copy og your determined arrangements on your website displaying them for the whole offer year (the school year in which offers for places are made).   

Please send a copy of your determined admission arrangements as soon possible to Taj Buljhoo and no later than Friday 3 March 2017. Schools who have not provided a copy of their determined arrangements will be contacted by phone in the week commencing 6 March 2017.

For the attention of all Haringey Secondary and Primary Schools

Community Schools with vacancies

Details of children who have been offered a place at your school are sent to you regularly by the Haringey School Admissions Service. A small number of schools are not arranging admission within a timely manner and this has resulted in a number of informal and formal complaints for the school and for the local authority.

As you will be aware, children who continue to miss education will find it more difficult to catch up with their peers and are at risk of underachieving. These children also pose a potential safeguarding risk while they are out of school and so not accounted for.

We are a committed to ensuring that all unplaced children start school within 20 schools days of an application for a school place being received. To help us achieve this, it is critical that you ensure that these children are admitted within 5 school days of the details being sent to you. If you are experiencing any difficulty contacting the family then please let us know as soon as possible so we can check to see if we have any alternative contact details. You may also be expected to write to these families inviting them to an admissions appointment (please indicate if you would like us to send you a template letter).

Own admitting authority schools – Academies, Free Schools, Foundation and Voluntary Aided

We will continue to send you details of children who have listed your school as a preference. Please notify us if you are able to offer a place as soon as possible. If you have decided to start a child immediately then this must be relayed to us in your weekly roll return.

Proposed admission arrangements for admission to school in the academic year 2018/19

For the attention of all Primary and Secondary Schools

We are currently consulting on the proposed admission arrangements for entry to school in the academic year 2018/19 for Haringey community and voluntary controlled (VC), nursery, junior, primary, secondary and sixth form settings.  We are also consulting on the protocol that the In Year Fair Access Panel (IYFAP) will use to place children who are vulnerable and don’t have a school place.

Please do help us to ensure that as many parents and carers as possible are made aware of the consultation by signposting it in your school newsletter. If any of your parent/carers would like to comment on the proposed arrangements they can do so by completing the online questionnaire on the consultation webpage.

In February 2017 the Cabinet Member for Children and Families will make a final decision on the 2018/19 admission arrangements.

Admission arrangements for academies, free schools and voluntary aided schools are determined by those schools and are not affected by Haringey’s proposed arrangements unless the governors have agreed to follow Haringey’s arrangements.

Secondary transfer 2017

The application deadline is 31 October 2016. Applications received after this date will be classed as late. Late applications will be considered after all the other applications that were received on-time. 

Secondary offer day is 1 March 2017.

Secondary schools only
Preferences – On 30 November 2016, we will send you a spreadsheet detailing how many preferences you have received (including from those applicants resident outside Haringey). If you would like to know now how many applicants have applied online (not on paper), you can find this out now by logging on to the online admissions system (external link)
 
On 8 December 2016 we will send you a list to verify sibling applications (community schools only) or a full list of applicants to rank in order of your criteria (academies and voluntary aided schools only). It is very important that you return these lists as soon as possible and no later than 13 January 2017 to ensure that we are able to meet our PAN London deadlines.

Offers – We will send you a final offer list before 1 March 2017.  After offer day we will continue to send you updated lists as places are declined and new offers are made.

Primary and Junior schools only
On 1 March 2017, we will send you a list detailing where all Haringey residents in year 6 at your school have been offered a place (including out borough residents if they have been offered a Haringey secondary school).

Reception/Junior Admissions 2017

Primary schools only
The application deadline is 15 January 2017 and the offer day will be Tuesday 18 April 2017 (the nearest working day to 16 April).

Please can you put a note of these deadlines in one of your upcoming school newsletters to remind parents/carers with children in your nursery (where applicable) to apply on time and also to alert families with children already on roll who have younger siblings.  We have a small number of families every year who forget to make a reception application for their second or subsequent child or a Junior transfer application for their infant school child.  With your help and support in publicising these deadlines and the imperative of making an on-time application we can minimise the number of families who don’t secure a school place at one of their preferred schools.

Junior Admissions 2017

For the attention of all Haringey Infant and Junior schools (including Infant and Junior schools in federations)
There is a statutory requirement for all infant and junior schools (including infant and junior schools in federations) to participate in central co-ordination for admission to junior school. As a PAN London co-ordinated process, parent/carers from all London authorities are able to apply online (external link) for a place at a Haringey junior school. The application deadline is 15 January 2017 and the offer day will be Tuesday 18 April 2017 (the nearest working day to 16 April).
 
Infant schools
We would be grateful if you could please remind all your parents in year 2 that they must complete an infant to junior transfer application form to be considered for a place at a junior school (both inside and outside of Haringey).

Applicants who are not applying for a junior school because they prefer their child to attend a primary school will be required to complete an in-year application form at the end of the summer term. We will ensure that these children have a primary school place for the start of September 2017. Alternatively, these applicants can complete an in-year application for an immediate transfer to a primary school.

Junior schools – own admitting authority schools (voluntary aided)
You will receive a list of applicants on 9 February 2017 who have expressed a preference for your school for September 2017. You will be asked to rank these applicants in accordance with your admissions criteria and return the list by no later than 24 February 2017.

Any supporting documentation we receive will be sent to you immediately for your consideration.  

IMPORTANT: Application deadline and late applications
The deadline for applying for a junior school is 15 January 2017.  Applications received after the 15 January 2017 will be classed as late and considered after all other applications that were received on-time. For example, a child applying for a place from a neighbouring authority such as Islington will be considered before a late applicant who currently attends a Haringey infant school.

Applying online
Please help us by encouraging parents to apply online (external link).There are a number of benefits of applying online:

  • It is secure and easy
  • Applicants receive an acknowledgement email when they submit their application
  • Applicants can make changes to their application until the deadline (15 January 2017)
  • Results of the application can be viewed online on national offer day – 18 April 2017

In-year admissions 2016

Each week, the Admissions Service monitors the number of places available across the borough in every year group and the number of pupils (if any) without a school place.

Thank you to the schools who provide information about vacancies consistently every week in the ‘weekly roll return’.  This information is essential to ensure that pupils without a school place are offered their highest possible preference school at the earliest possible time. It also helps to inform our decisions about school place planning.

Thank you to all schools who send us this information on a weekly basis. For the minority of schools who do not provide this information on a regular basis, can I gently remind you that all schools and academies are legally required to provide this information.  Please send your weekly roll returns to Lynne Tighe, Lynne.Tighe@haringey.gov.uk (primary) and Taj Buljhoo, Taj.Buljhoo@haringey.gov.uk (secondary) setting out the number of places you have in each year group. Please contact us if you have any difficulties completing the weekly return.

This is an extraordinary number of offers since the beginning of term and a real testament to the collaborative work being undertaken by schools and the Haringey Admissions Service. I can confirm that all pupils who applied leading up to PLASC were offered a place before the census deadline.

Consultation on admission arrangements for entry in September 2018 

I am writing to all governing bodies of own admitting authority schools (Academies, free schools, voluntary-aided and foundation schools) to ask if your governing body is intending to consult on your admission arrangements for entry in September 2018. 

You are only required to consult for entry in September 2018 if you propose to change the arrangements your governing body determined for entry in September 2017.

If you are going to consult, your proposed arrangements must be in the public domain for a minimum of 6 weeks between 1 October 2016 and 31 January 2017. 

If your governing body is going to consult, please let me know.  I would be very happy to circulate your proposed admission arrangements on behalf of your governing body.  Please indicate this in your email.

School admissions – applying for a school place for September 2017

Please remind parents they can apply online now at www.haringey.gov.uk/schooladmissions

The online application process for children starting school in September 2017 opened on 1 September, 2016.  The number of parents choosing to apply online is rising every year as is the number of Haringey residents who have access to the Internet.  Therefore, the main channel for applications this year will be online. 

Please help us by offering IT facilities at your school and promoting online applications. A member of the admissions team will be happy to attend your Secondary Transfer meetings to talk to parents about the application process. Please contact us at the earliest opportunity – we are available to attend both morning and evening meetings.

We will be sending you new primary and secondary transfer booklets for distribution to parents during the second week of the new term.

The booklets will include information on the Secondary school open events shown below; however, please share this information with parents now so they are able to start making the necessary arrangements to visit schools on the selected dates.
