Haringey’s new Early Years proposals

Haringey’s youngest children are set to benefit from better outcomes in the future after provisional proposals for an Early Years Strategy – including plans for four Family Hubs in our borough – were given the green light.

The council has placed a strong emphasis on giving our youngsters the best possible start in life and recognise that a child’s pre-school experience can have a lasting and pivotal impact on their development and later life as a young person and then an adult.

There is a strong partnership in place with school governors, head teachers and the Early Years sector to ensure an Early Years Strategy can be developed for the next five years.

Informed by a range of sources (including stakeholder task and finish groups and focused conversations with the Early Years sector, partners and parents), the proposed strategy includes a commitment to implement a Family Hub Model to build on the current Children’s Centre offer in Haringey.

Among its overall aims is to provide a clear focus on Early Years provision and a distinction between Early Years and Early Prevention.

It would also ensure a greater concentration on the developmental benefits of prevention and universal support in the early years.

A formal and statutory, 90-day consultation will now be run among residents, service users and stakeholders between May 2022 and August 2022.

Free for 2s videos – your feedback is needed!

Haringey has produced videos promoting our Free for 2s campaign in several languages. Watch the videos to see what a typical learning and fun day is like for a two-year-old.
Haringey was awarded an early years grant from The Mayor of London for our innovative Volunteer Peer Networkers Project, which encourages dads from Turkish, Kurdish and Somali communities to raise awareness of and take up in the free early learning offer for two-year-olds. Data has shown that children from these communities could be faring better in their early years.
The videos are designed to support outreach and administrative staff to overcome language barriers and for parents – particularly dads, to see for themselves what early learning looks like.
We would very much appreciate feedback on the video for reporting purposes. We are particularly keen to learn whether the video is helping those registered to offer FF2 places to communicate with parents and whether parents/dads have been encouraged to apply as a result of watching the video?
Please can you send any feedback you may have to: Serife (Sherry) Ibrahim serife.ibrahim@haringey.gov.uk

Supporting Special Educational Needs and Disabilities in the Early Years

Guidance and information for providers of the free early education entitlement for children aged 3 and 4 and for providers of the 2-year old free entitlement has been published.  It is called “Supporting Special Educational Needs and Disabilities in the Early Years” and provides information for all providers of the free entitlement for 2, 3 and 4 year olds in Haringey.  It fulfils a requirement from the Department for Education (DfE) that the local authority has a published Inclusion Fund for all 3 & 4 year olds and explains how special educational needs (SEN) support for mainstream early years providers is funded.

For many young children, accessing their entitlement is straightforward and requires no more than their parents/carers being able to identify local provision suitable for their children’s needs. For other children, they may have existing or emerging needs that means that for them to gain the full benefit of a high quality early education offer, additional support would need to be put in place.  In this guidance and information document, we set out how we will make provision for special education needs and disabilities within Haringey’s Early Years Single Funding Formula (EYSFF).

The document includes a Special Educational Needs and Disabilities (SEND) Thresholds Summary with descriptors written to support settings in identifying which level of support a child requires. It is important that you are already looking at how you are able to adapt your usual practice to meet individual children’s needs.  The descriptors are indicative and you should note that a child need not exhibit all the behaviours described to be considered in need of support.

Any queries about applications and decisions should be sent to IASP@haringey.gov.uk and queries about payments should be sent to earlyyearsprovider@haringey.gov.uk

Supporting pupils dealing with difficult events

In the light of recent events, there has been a great deal of discussion in the media and in communities about the terrorist attacks and the fire.  We are aware that children and young people and their families may be experiencing some anxiety about their safety.  To assist you in helping them, we have attached a couple of documents which we hope will be useful:

Talking to Children About Terrorism and War

Supporting Pupils Dealing with Difficult Events

The first document, Talking to Children About Terrorism and War was circulated by the Department for Education after the incident at Manchester Arena.  It was written to support parents in facing the challenge of explaining violence, terrorism and war to children.  Although difficult, these conversations are extremely important.  They give parents an opportunity to help their children feel more secure and understand the world in which they live.  We are sharing this with you as it will also support teachers and other staff members with these difficult issues.

The second document is called Supporting Children and Young People Dealing with Difficult Events and is a more general set of tips and ideas to support parents, carers and staff in supporting pupils who have experienced difficult events such as bereavement or loss of any kind.

The Educational Psychology Service provides support, advice and guidance to early years settings, schools and other education providers on managing traumatic incidents such as death of a pupil or member of staff.  To support this work, the service has recently updated its guidance for educational settings (Managing Traumatic Incidents) this will be published soon.

If you would like further advice or guidance, please contact the Educational Psychology Service on 020 8489 3004 or 020 8489 5039.

Consultation on Haringey community and voluntary controlled (VC) schools term and holiday dates – 2018/19, 2019/20 and 2020/21

TO ALL HARINGEY PRIMARY AND SECONDARY SCHOOLS

Dear Colleagues,

Haringey Council is consulting on school term and holiday dates for the following academic years: 2018/19, 2019/20 and 2020/21. Please visit our term dates consultation page (external link) for more information and to view a copy of these proposed dates.

Under section 32 of the Education Act 2002, local authorities are responsible for determining the school term and holiday dates for community and voluntary controlled (VC) schools. The term dates for voluntary aided schools, academies, free schools and foundation schools are set by the governing bodies for those schools. However, we know that many schools that are not community do choose to follow Haringey’s term dates.

If you have any comments on the proposed dates, please email them to: schooladmissions@haringey.gov.uk with 'School term dates consultation response' in the subject line of your email.

All comments must be submitted by no later than Tuesday 23 May 2017.

Kind regards

Carlo Kodsi, Team Leader School Admissions
